For the Non-OA, you need a **Свидетелство за съдимост** (certificate of no criminal record), issued by the **Министерство на правосъдието** (Ministry of Justice of Bulgaria).

**Apostille and legalisation for Thailand — Bulgaria's own Hague membership is real, but it doesn't fully solve this yet:**
Bulgaria acceded to the Hague Apostille Convention on 1 August 2000, and it entered into force for Bulgaria on 29 April 2001. But Thailand only acceded to the Convention on 30 June 2026, and it doesn't enter into force for Thailand until 28 February 2027. **The missing piece is on Thailand's side, not Bulgaria's** — even with a quarter-century head start, a Bulgarian apostille alone is not yet accepted for Thai visa purposes. You need both steps while Thailand remains outside the Convention:
1. An apostille on your Свидетелство за съдимост from the Министерство на правосъдието — the designated competent authority for apostilles on Bulgarian judicial documents. Confirm whether the current process is online via e-Gov or requires an in-person visit to the Ministry in Sofia. 2. Legalisation of the apostilled document at the Royal Thai Embassy in Sofia — a separate step, required in addition to the apostille, not instead of it, for now.
