Israel and Thailand: An Unusually Deep Connection

Israel has one of the world's most notable per-capita traveller presences in Thailand. Koh Phangan has, for decades, been home to a large Israeli community — Israeli-owned businesses, Hebrew signage, and a Hebrew-speaking social infrastructure that functions almost independently of the broader expat scene. Similar pockets exist in Chiang Mai, Pai, and parts of Bangkok. The origin is the Israeli post-army travel tradition: young Israelis completing mandatory military service commonly take an extended trip — the "Tiyul" or "Masa" — and Thailand has been one of the most popular destinations for this tradition for generations. Many who came as young travellers later returned to build businesses, marry Thai partners, and put down roots.

2. Long-Term Resident (LTR) Visa — 10 years - Wealthy Pensioner (50+): USD 80,000/year income from abroad, or USD 40,000–80,000/year combined with a USD 250,000 investment in Thailand — genuinely achievable for Israeli professionals combining Bituach Leumi with occupational pension and investment income - Full exemption from Thai personal income tax on remitted overseas income under Royal Decree 743 — not a partial deduction, and not the 17% flat rate (that applies only to the separate LTR Highly-Skilled Professional category, on Thai-sourced employment income — a different benefit for a different sub-category, easy to conflate) - 10-year validity; no annual renewal; annual (not 90-day) address reporting

3. Destination Thailand Visa (DTV) — remote workers - 5-year validity; 180 days per entry, with one in-country extension of a further 180 days permitted - Financial requirement: a 500,000 THB bank balance (roughly ILS 45,300 at current rates) — not an income test, and required regardless of income - No police check required for the DTV — that's specific to the Non-OA route - Well-suited to Israelis working remotely for Israeli tech companies or international clients

4. Thailand Privilege Card - Five current tiers: Bronze (650,000 THB, 5-year — being withdrawn from sale 30 September 2026, after which Gold at 900,000 THB becomes the entry tier), Gold (900,000 THB, 5-year), Platinum (1,500,000 THB, 10-year), Diamond (2,500,000 THB, 15-year), Reserve (5,000,000 THB, 20-year, invitation-only) - No income or asset requirement — purchasable by anyone

Certificate of Good Conduct (Teudat Yosher / תעודת יושר)

For the Non-OA, you need the Certificate of Good Conduct, issued by the Israel Police (משטרת ישראל).

How to obtain it: - Online: apply via the gov.il government portal — confirm current process and whether biometric or in-person verification is required. - From abroad: the Israeli Embassy or Consulate in your country of current residence — confirm current facilitation process directly. - Note on language: the certificate may be issued in Hebrew only. Confirm with the relevant Thai Embassy or Consulate whether a certified English translation is required before you apply.

Apostille — both Israel and Thailand are Hague members, but Thailand's own membership isn't in force yet:

Israel acceded to the Hague Apostille Convention on 11 November 1977, entering into force on 14 August 1978 — one of the earlier accessions, with a mature, well-tested process. But Thailand only acceded on 30 June 2026, and it doesn't enter into force for Thailand until 28 February 2027. The missing piece is on Thailand's side, not Israel's — an Israeli apostille alone is not yet accepted for Thai visa purposes. Until Thailand's own accession takes effect, you need the apostilled certificate legalised at the Royal Thai Embassy Tel Aviv as well. The competent Israeli authority for apostilling a police-issued document varies by document type — confirm the current process with the relevant Thai Embassy before applying.

Bituach Leumi and Occupational Pension: A Realistic Assessment

Bituach Leumi (National Insurance Institute) pays the Old Age Pension (קצבת זקנה) to Israeli citizens living abroad, though a foreign-resident classification may affect the amount — confirm your specific entitlement with Bituach Leumi directly, including any annual life-declaration requirement (typically via the Israeli Embassy Bangkok).

Israel made contributions to occupational pension funds (Keren Pensia / קרן פנסיה) and provident funds (קופות גמל) mandatory for employed workers in 2008. For Israelis with a full private-sector career, combined Bituach Leumi and occupational pension income can realistically reach the Non-OA's monthly income threshold — but this genuinely varies by individual contribution history. For those below the threshold, the bank deposit route remains the simpler, more accessible path.

Kupat Holim (health funds): coverage is linked to Israeli residency and Bituach Leumi health-levy payments. Long-term residence in Thailand ends practical access to Kupat Holim.

Deregistering From the Israeli Population Registry

Israeli nationals moving abroad permanently should notify the Ministry of Interior (Misrad HaPnim) of their change of residence status — this affects health-fund membership, Bituach Leumi contributions, and Israeli tax residency. Property for Israeli Nationals in Thailand

Foreign nationals cannot directly own Thai land (Chanote title).
